ELM 9.2: Not Able to Add to an Email or Open Attachments from an Email When Using Secure File Transfer Protocol (SFTP) Server (Doc ID 1668750.1)

Symptoms

When using a SFTP server to upload attachments, the attachment files are not added to page or uploaded to the SFTP server location.

 This issue occurs on all pages where Add Attachment button is available, such
 as Class, Course, Notification, Facilities, Equipment etc.

Steps to Replicate Issue:
 
1. Log in as an Administrator
2. Navigate to Main Menu > Enterprise Learning > Catalog > Maintain Classes > {search/select} Class
3. {click} Send Notification link
4. Provide required information such as Learners or Instructors, then, {click button} Add Attachment and {browse/select} attachment.
5. Then, {click} Send Notification
6. Learner or Instructor do not receive email notification.
