EGL: Chartfield Configuration Report Going To Error Status With "The record (CFMANUAL_STEPS) Does Not Exist In The Access Groups Available To You. (29,6)" In The Message Log, When Running Chartfield Configuration By Project (CFC0001 or CFX001)

When running the Chartfield Configuration Process by Project process we get the below error in the message log of the Chartfield Configuration Report (CFC0001 in releases prior to 9.2, CFX001 in release 9.2).
"The record (CFMANUAL_STEPS) does not exist in the access groups available to you. (29,6)"
How do we resolve this error?
