Performance Problems when Opening an Evaluation Document (Doc ID 1669415.1)

Symptoms

When an manager tries to open a performance document it can take up to 5 min before the performance document is opened.
Two of the most important flows that are very slow are:

1) Opening a evaluation document by a manager.
(Navigation: Manager Self Service -> Performance Management -> Performance Documents -> Current Documents)

2) Opening an evaluation document in editing mode.
(Navigation: Self Service -> Performance Management -> My Performance Documents -> Current Documents)
