Header Attached File on Requisition is not Accessible to Approvers

Symptoms

The requester of requisition uses the add comments field on the requisition header. The file is not visible for review by the approvers of the requisition. If use the line level comment the file is available.


STEPS
The issue can be reproduced at will with the following steps:
1 - login as VP1
2 - Create requisition and attach comment file at header and line level
3 - Submit for approval
4 - Login as VP2
5 - Go to Worklist and access the link for requisition created above
6 - Header comment is appearing but the file attached is not showing.
For Line comment and file attached is showing.
