Please can you make it so that new validations can be added to the validation set for submit time process and eliminate the need for customizations?

Customers often need to add a new validation that they want included during submit time batch processing. They do not want to do a rule and/or need to run Time Administration to accomplish it. They would like the ability to add a new validation similar to how they can create a new rule. Example: they would like submit time (rapid time/tcd interface) to validate punch order (missing punches) and generate an exception prior to running Time Administration.
