E-INST: Browser Compare Reports Not Working If Used ClientOnly Install (Doc ID 1669696.1)

On :  8.52 and 8.53 versions, Compare Reports

When attempting to generate compare reports using PT Client Only executables, the following error occurs.

Windows cannot find '<Report Directory\Compare Viewer.html'. Make sure you typed the name correctly, and then try again.

The issue can be reproduced at will with the following steps:
1. Install PeopleTools Client Only files  from PS_HOME\setup\Client\Disk1
2. Launch Application Designer from the PT Client Only PSHOME.
3. Generate Compare Reports.

The issue has the following business impact:
Due to this issue, users cannot generate Browser Reports when using Client Only installations
