Security Clearance Page Does Not Allow Multiple Clearance Numbers (Doc ID 1670508.1)

More than one security clearance cannot be added.

Warning -- There can be only one Clearance Number associated with a Clearance Type. (1000,2074)

Steps to Replicate:

1. Navigate to Workforce Administration > Personal Information > Security Clearance
2. Select an employee
3. Add a security clearance
4. Save, error appears that there should be a primary
5. Select primary check box
6. Add another security clearance
7. The warning message appears
