EGL9.1: GL_JEDIT Process Suspended On Step GL_JPROC.DD020.LOCKJRNL (Doc ID 1671065.1)

Symptoms

Customer reported that from time to time they're  facing performance problems with GL_JEDIT or GL_JEDIT_0 processess.
In such case the process logs the warining messages like:

WARNING: NO DEDICATED INSTANCES AVAILABLE FOR JL_JPROC_TAO - USING BASE TABLE.
....
that there are no dedicated instances available and uses standard set of temp tables.
Then the process stops on setp GL_JPROC.DD020.LOCKJRNL on the following sql statement:
