ETL9.2: Cannot Get TLByPosMgmt To Route To Correct Approver (Doc ID 1671914.1)

Symptoms

On : 9.2 version, Approvals

Testing in 9.2 TLByPosnMgmt approval definition does not route the approval to the expected position manager as expected.

Expect that reported time approval will route to the employee in position 19000026 to route to two different approvers in position 19000025 KU0112 & KU0061. Instead of the time being routed we are receiving an error:

No approvers found TLByPosnMgmt - Multiple Approvers error on step

The issue can be reproduced at will with the following steps:
1. assign employee KU0020 to position 19000025 -
2. reports to on Job is set to 19000026 or KU0061
3. check who is incumbant in posiion 19000026 only two operators KU0061 & KU0112
4. report time for employee KU0020
5. check approval monitor and it shows error

The issue has the following business impact:
Due to this issue, users cannot get the TLByPosnMgmt approval definition to work
