Category Tree is not Showing Language Related Description when Creating Requisition

Symptoms
Category tree is not showing language related description when creating requisition.
Steps to reproduce the issue:
1) Log in to PIA with Japanese
2) Navigate to Items > Define Controls > Item Categories
3) Enter both Japanese and English descriptions into description field, and save it.
4) Navigate to eProcurement > Create Requisition
5) Click the prompt button for Item Categories in the Define Requisition page.
6) For Descriptions, it shows in English instead of Japanese even though logging in with Japanese.
