How Is the 'Display Unmasked Card Number' Check Box Really Working when Dealing with Credit Cards?

On pages when you can enter a Credit Card Number such as with some pages of the 'Create/Update Order' and 'Customer Contacts' components (see navigation below) there is a 'Display Unmasked Card Number' check box. Here is what you can read in the PeopleBooks about it:
Display Unmasked Card Number
If the user has access to the credit card security component, this field appears. If this option is selected, the system displays the unencrypted credit card number. You may need to grant users access if they must verify the entire credit card number.
However, when you enter a Credit Card Number and the 'Display Unmasked Card Number' check box is not selected, the Credit Card Number is NOT masked. You have to select the check box and deselect it to get the Credit Card Number masked. Why is that? How is the 'Display Unmasked Card Number' check box supposed to work?
