EGL 9.1+ : Translation Ledger Lines Created Via Allocation Process Have Incorrect Exchange Rate

Allocation journals are not being created with historic exchange rate for the non-pool BU even though the journal edit is executed without "re-calc exchange rate" option.
Allocation should create journal which historic rates to nullify the pool amount.
The issue can be reproduced at will with the following steps:
1. Create journal which would be used as pool amount. Create the journal for month beginning exchange rate.
2. Create a journal for statistical amount. BU of this journal is different for the journal created in step 1. This would be used as basis.
3. Setup allocation so that interunit journals would be created.
4. When the journals are created (running without edit option) the translate ledger does not carry correct exchange rate.
a) When the allocation is edited without using recalc exchange rate option (intention is to use historic rate), the interunit lines generated by journal edit have the current effective date exchange rate.
b) For a few interunit lines, exchange rate is 1 for line having foreign currency and base currency different.
