Modify a Person Page Can be Saved When Ethnic Group is Blank and Primary Indicator is Selected

System is allowing to save where there is no ethnic group but the primary check box is checked on the Modify a Person page.

Without entering the ethnicity in the new row, the primary check box alone cannot be selected. System triggers message. The same should happen when the ethnicity is removed and the primary check box is checked alone and saved.


The issue can be reproduced at will with the following steps:

1. Pickup any employee having ethnic group on Modify a Person.
2. Remove the ethnicity and leave the primary check box checked. Save the page. The page saves.
3. Add a new row and enter ethnic group with primary check box checked. The page saved.

Also the same happens if existing row is deleted and a new row is added with ethnicity and saved.
Then remove the ethnicity and leave the primary check box checked. Save.
