Symptoms
On : 9.2 version, Tax Updates and Upgrades
When attempting to apply a tax update,
the following error occurs.

(SQR 5528) ORACLE OCIServerAttach error 12560 in cursor 0:
ORA-12560: TNS:protocol adapter error
(SQR 4701) Cannot logon to the database.
SQR for PeopleSoft: Program Aborting.

The issue can be reproduced at will with the following steps:
1. Apply a tax update with Change Assistant and PUM.
