Ship to and SUT base id are not in sync while edit requisition
Steps to Reproduce the Issue:
1) Navigate to eProcurement > Create Requisition
2) Create a Requisition with SHIPTO_ID = US001 and submit the requisition
3) Verify PS_REQ_LINE_SHIP.SHIPTO_ID & SUT_BASE_ID are same
4) Edit the requisition and change the SHIPTO_ID = US002 and save the requisition
5) Verify PS_REQ_LINE_SHIP.SHIPTO_ID & SUT_BASE_ID are not same.
