Requesting functionality to apply a surcharge where an employee enrolls a spouse and that spouse could have access to their own health plan coverage from the spouse's employer.
Employers with health plans offer coverage to their employees and their employee's families where the employee and their spouse each have access to health plans and the employee chooses to enroll their spouse in family coverage, the spouse's employer likely either has a plan waive recorded or there is no enrollment. The employer providing the coverage wants to collect a surcharge for allowing the spouse to enroll. This is due to their perspective that if the spouse took coverage with the spouse employer, the employer offering the coverage could avoid some cost.
Functionality is needed to permit:
a. Spousal medical surcharges to be configured and used, as this scenario is likely; and
b. Configuring and linking a benefits certification questionnaire as part of this functionality, so whether the spouse does or does not have their own
coverage can be confirmed and attested to.
Expected certification outcomes:
If no spousal coverage, no surcharge. If spousal coverage available but spouse covered under employee plan, a surcharge.
