E-BI: Getting "Invalid userid or password." Error in Excel Journal Import Upload Spreadsheet on PT 8.52.19 and Later (Doc ID 1903164.1)

Symptoms

After having updated PeopleTools 8.52 maintenance level from 8.52.06 to 8.52.19, some, but not all users on uploading GL spreadsheet imports receive an error:

Further investigation has shown that all affected users have in their PeopleSoft password one or more of the special characters !, @, &, $ and %. 

And if any of these users changes their PeopleSoft password so that it does not have one of these characters, the uploads are successful again.

Changes

 Issue started after PeopleTools 8.52 maintenance level update from 8.52.06 to 8.52.19.
