ECM: TR_EXTERNAL_ACCOUNTS_CI does not work when trying to load two Bank Accounts (Doc ID 1903280.1)

Goal

Upload the External Accounts data using the delivered Excel to CI template, TR_EXTERNAL_ACCOUNTS_CI. When the upload process is completed, most of the rows of data in the template resulted in error.
