E-IB: Service Operation Monitor Page Shows Incorrect Results when Regional Timezone is Different to Base Timezone

The site is not getting correct data returned on service operations monitor page (Navigation: PeopleTools -> Integration Broker -> service operation monitor --> monitoring --> asynchronous services - publication contract page )
When the site selects time period from date - 06/18/2014 7:30:01 PM to Date - 06/18/2014 7:59:59PM, the rows with time stamp of 17th June 2014 were retrived.
Only the rows from the 18th June and between 7:30:01 PM to 7:59:59PM should be retrieved.
