ETL9: Once TL Load Process Is Done Can't Unmark The Job Pay Box To Make Changes To Payline

Inconsistent behavior on pay earnings rows inserted to paysheet by TL Load if an end user has inserted an addl earnings row and marked it for separate check prior to TL Load being run.
Customer has always been able to update the pay earnings fields for hourly rate, etc for rows inserted by TL Load, just couldn't update the hours loaded by TL.
They have always accomplished this by unchecking the job pay check box on the addl 0 row of the paysheet.
If an end user enters an additional pay earnings row for a separate check prior to loading time from T and L, this doesn't function the same. If addl pay row is added by end user then only the state and locality fields are available for update on the rows inserted by TL Load when they uncheck the
job pay flag on addl 0 row.
1. Create payable time in Time and Labor that's ready to load to paysheets.
2. Payroll user addes additional earnings to paysheet and mark it for a separate check prior to loading time from TL.

3. The ability to unclick the Job Pay checkbox on the timesheet no longer allows them to make changes to any pay earnings rows that were loaded by Time and Labor.

This behavior changed with bundle application, they have been able to do this since go live. Not having the ability to do this is severely impacting their existing processing steps.
