Approval Justification Disappear When Reopen It After Click On ShipTo Comment Or Line Comment

Steps to Reproduce the issue:


1. enabled AWE and create a new PO
2. open header comment then open shipto comment or line comment
3. back to header comment, approval justification checkbox was disappeared
