"FetchValue: Row X Not Found in Scroll Level 1" Error Occurred When the First Line of Requisition Line Of Multiple Lines is Deleted

Symptoms
When the first requisition line of multiple lines is deleted, the below error occurred:
FetchValue: Row X not found in scroll level 1. (2,156)
REQ_LN_DISTRIB.DISTRIB_LINE_NUM.RowInit PCPC:4287 Statement:96
The issue can be reproduced with the following steps:
1. Navigate to eProcurement > Create Requisition > Add Special Request item for 2 lines
2. Save the requisition
3. Edit the requisition again and delete 1st line
4. Save the requisition again and the error is given
