EGL: Last Update Date/Time On JRNL_HEADER Is Not Updated When Suspense Journal is Posted and Suspense Recon Status is Updated From 2 To 3 (Doc ID 1905330.1)

ACTUAL BEHAVIOR
---------------
When suspense correction journal is posted the date time stamp field on the journal header ( DTTM_STAMP_SEC on JRNL_HEADER) is not updated.

EXPECTED BEHAVIOR
-----------------------
 DTTM_STAMP_SEC on JRNL_HEADER should be updated whenever the suspense recon status changes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Setup BU to Suspend on Journal Balance Error
2. Create unbalance journal and Edit
 - Suspense line is added to journal
 - PS_JRNL_HEADER.SUSP_RECON_STATUS is set to 1
3. Post the journal
4. Suspense correction entry is created
5. Complete the entry for the suspense journal
 - Suspense recon status on original journal set to 2
6. Edit and Post suspense journal
 - Suspense recon status on original journal set to 3 after post
 - JRNL_HEADER.DTTM_STAMP_SEC on original journal is not updated
