On : 8.50 version, Change Assistant

When attempting to start the first move to production upgrade pass.

the following error occurs.

"Unable to connect to local or remote Environment Management Hub"

The issue can be reproduced at will with the following steps:
1. Start the MTP pass.

The issue has the following business impact:
Due to this issue, the upgrade cannot be continued.
