Symptoms

<SvcLvl> tag is missing in ISO_CT_03 payment file for EFT Request transactions

STEPS
1) Create a EFT Request in Cash Management that uses the Payment file layout ISO_CT_03
2) Select and Approve settlement
3) Run Payment Dispatch in Financial Gateway

ISO_CT_03 Payment file does not contain <SvcLvl> tag
