When Adding a License/Certification, Unable to Use Same Effective Date and Save

Information in this document applies to any platform.
Users are unable to add the same Content Item (e.g., License, etc.) with the same effective date even when the items were issued in different states.
Steps to Replicate
1. Login as PS/PS.
2. Navigate to Workforce Development > Profile Management > Profiles > Person Profiles.
3. At the search enter KU0050.
4. On the Qualification page of the component, add a license for CPA using effective date of 01/01/2014 in California and then save.
5. Click on Add License again using the same effective date and License type of CPA, in Oregon and then save.
(Message appears: 'The date entered must be greater than 2014-01-01 (18300,647) This Item already exists in the profile."
