On Copying Requisition attachment is not visible

Steps to Reproduce the Issue

1-Create a new eProcurement Requisition with header attachment.
2-Copy it to a new eProcurement Requisition.
3-Edit the new Requisition and review the header comments.
4-Header attachment is not available on the copied requisition
