ISSUE STATEMENT

When using the Search/Match Setup relating to Transaction Setup, the results show the SCC_STG_STATUS = 'SA' to add an EMPLID, along with the SEARCH_RULE_NBR > 0, rather than updated or suspended (if more than one id is found) assigned to 'SA' rows.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Search/Match/Post for an applicant record in the constituent staging table.
2. Query the SCC_SL_SM_RSLT record.
3. Run the SMP for an applicant you know will suspend.
4. Query the record again and the data will be from the previous row.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the new record to find constituents with no matches from search/match as it is generating incorrect data.
