ETL9.1: Applied HCM 9.1 MP9 & Bundle15 Now Punches Loading Into TL Are Incorrect (Doc ID 1914458.1)

Symptoms

On : 9.1 version, Time Administration

Punch time from TCD is being stored in reported time table incorrectly. Base time zone is set in punch_time but punch_dttm and punch_out fields are completely wrong.

The  TL_ST_LOADER should store punch time as entered and not apply offsets to it.

The issue can be reproduced at will with the following steps:
1. report punch time using tcd or rapid time
2. look at results of tl_st_loader and see that punches are stored incorrectly
3. check timesheet and the punch times shown are totally different than what was entered.

This causes major confusion and managers and employees are trying to correct the incorrect punch times when they see them on timesheets being displayed incorrectly.
