E-PORTAL: Activity Guide navigation buttons not working as expected - 8.53 only

On : 8.53 version, Portal Technology
Navigation buttons status is inconsistent (enabled/disabled) while navigating back and forth through the Activity Guide.
Button status should be consistent when navigating between action items.
The issue can be reproduced in a delivered Activity Guide with the following steps:
1. Go to PeopleTools > Portal > Activity Guide > Manage AG instances,
2. Click the IB Configure Network AG instance and Change the status of each Action item to "Assigned".
3. Go to PeopleTools > Integration Broker > Integration Network WorkCenter.
4. Go through the IB Configure Network Activity Guide observing the following button behavior:
The buttons are visible when first come to activity guide (previous –grayed, next & mark complete are active)
If you mark complete(1st activity item) then select next the next(now on 2nd activity item) item of activity guide has previous, mark complete grayed (should be enabled) and only next available
If you mark complete on 3rd activity item and select previous (2nd item not marked complete) then select next (item 3rd had been marked complete) the mark complete item is available (confirmed when reviewing the instance the 3rd item has completed status)
The issue has the following business impact:
Due to this issue, users cannot get a consistent experience when completing an Activity Guide.
