When copying an existing PO and the tax rate has been changed for the tax code, the PO doesn't look for new rate.

Steps to reproduce the issue:

1) Setup: Sales Tax Rate for Tax code NYC is 10.25%
2) Create a PO that has a Tax Code: NYC and Sales tax rate of say 10.25%
3) Now change the Sales Tax Rate for Tax code NYC to 4.25%
4) Create a new PO copied from above PO and the tax rate comes over from the PO, not the new tax rate entered for the tax code.
