The tree flattener process (OI_TFLT) populates the flattened tree table, OI_TFLT_DEPT, with the full hierarchical tree structure for each node. However, if a node description on the node table has a different effective date than the tree effective date, the node description is blank.
Tree flattener should use the most recent effective dated row to be consistent with how tree manager usually works
When multiple effective dates exists for a tree , the tree leaves the description blank after using the tree flattener because it is looking for data related to the wrong date
