Symptoms
On : 9.2 version, HRMS Maintenance
When using PUM to apply updates, Change Assitant fails to create change packages with the following error.

The database is at release 8.54. The PeopleTools being run require databases at release 8.53.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install HCM 9.2 PUM image 8.
2. Use Change Assistant to create the change package.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, updates cannot be applied.
