Some customers have found applicant records containing '0' for the value in HRS_PERSON_ID field.  When this occurs, it causes errors and applicant cannot be found through Find Applicant pages.  It may also cause problems  retrieving applicants through queries.  This document is to help troubleshoot such problems, and to invite customers to share their findings, so that causes can be identified and fixes created.
