Why Doesn't User See Any Menu's When Logged In As Vendor In SUPPLIER Portal (Doc ID 1921824.1)

Goal

User doesn't see any other Menu's under Main Menu when logged in as Vendor in SUPPLIER portal in Production.  This is working correctly in Test environment.  Vendor has necessary Roles and Permission Lists in place .
