EGL9.2 : Journals Created Via Spread Sheet Journal Import(JRNL1) And Flat File Import Process Do Not Appear On WorkCenter Journal Ready For Processing Pagelet

GL WorkCenter, Journal Ready For Processing Pagelet, is not fetching journals from created via Spread Sheet Import / Flat File Import Process since they do not have fiscal year and accounting date populated in JRNL_HEADER record until they are edited by Journal Edit process.
Steps to Replicate:
---------------------
1. Create a Journal via Spread Sheet Journal Import tool or journal flat file import process.
2. Do not edit the journal. Bring the journal online. Notice fiscal year and accouting date is not populated yet.
3. Go to GL Workcente > My Work > Journal Ready For Processing Pagelet. Notice the journal created via spread sheet journal import tool or flat file process does not appear.
4. Edit the filters for Journal Ready For Processing Pagelet. Remove the fiscal year and hit ok.
Actual Behavior:
------------------
An error message will pop up stating, "A value is required for FISCAL_YEAR". No option to edit the filters as well, as a result, journal cannot be searched.
Expected Behavior:
---------------------
Journals coming from spread sheet import or flat file process should have fiscal year and accouting date populated, so that they can be made on Journal Ready For Processing Pagelet.
