GPSGP: Override CPF Rate For PR Employee

Symptoms

ACTUAL BEHAVIOR
--------------------------------
A 1st year PR is supposed to contribute 3rd year PR CPF rate. The CPF VR CITIZENSHIP does not have Payee Override Level, so it is not available for selection at Create Supporting Element Override. Even if the Payee Override Level of CPF VR CITIZENSHIP is manually ticked and CPF VR CITIZENSHIP set to '5', the PR is still not contributing 3rd year PR CPF rate.

EXPECTED BEHAVIOR

The CPF VR CITIZENSHIP should be available for selection at Create Supporting Element Override. Once the CPF VR CITIZENSHIP is set to '5', the PR should contribute in 3rd year PR CPF rate.

The issue can be reproduced at will with the following steps:

1. Tick the Override Levels of Payee so that it could be selected from Create Override.
2. Setup KS0010 as PR with PR Status Date 1st Feb 2014.
3. Process Feb 2014 payroll.
4. Setup CPF VR CITIZENSHIP = '5',
5. Process Mar 2014 payroll.
