E-IB: Ping Node or Service Operation Aiming a Redirect URL Triggers "Integration Gateway - External System Contact Error (158,10721)"

Symptoms
Originally reported on PeopleTools 8.50 with FSCM 9.1 eProcurement using Direct Connect PunchOut to connect to vendors.
Generally can apply to any PeopleTools 8.4x - 8.5x release that is using Integration Broker to connect to third parties.
After the third party updated their URL to redirect to another host, Ping Node and service operation calls to that URL fail.
Replication steps:
- Setup a test page to redirect https URL to http URL, for example access to https://abc/test, returns http 301, redirect to http://abc/test
- In the PeopleSoft system configure a remote node using HTTP Target Connector (HTTPTARGET) with URL pointing to https://abc/test
- Test Ping Node button or set up and trigger a service operation sending to that node.
- See the triggered errors on-screen and in the PIA webserver log
