FISAP Part II Section F Includes Students who Enrolled but then Withdrew before Term Start

In the FISAP instructions (http://ifap.ed.gov/fisapformandinst/attachments/20XX20YYFISAPInstructions.pdf) the following is the section on who to include in Part II Section F:
“Report the number of eligible aid applicants enrolled at your school in award year 20UU-20VV who applied for financial aid for that year. (Whether those applicants received aid is immaterial.) To obtain reports through EDExpress for only those students who actually enrolled at your school, see the “Note” on the next page..”
And enrolled student is defined in the same document as:
A student who meets all the criteria in the instructions for Section D, beginning on page II-3. A person is not enrolled if he or she did not begin attending a class.
Students are being included in Part II Section F even though they withdrew prior to the start of the term.
