The fix to the previous bug to not continue to look at payable time rows set to 'I' was only 1/2 way fixed. This SR is to report the problem where a project costing customer can have employees that do report to projects and others that do not in the same paygroup. For example: A manager or administrator may be included in the paygroup but not actually report their time to projects.
When pull cost process runs it examines all the employees for project data to publish over to projects. For valid project costing employees it publishes their time and sets the publish_sw to 'Y'. However, all other employees who don't actually report to a project that are examined do not have their publish_sw set to 'I' and they should.
This causes a performance hit in the future as all rows are examined unless set to I or Y every time the process runs. As time progresses more and more payable time data is being examined by the process and should not be.
