Why is Permission List 'EOEC9000' Attached to Role EOPP_USER in HCM 9.2, Instead of Permission List 'EOPP0000' as in Previous Versions? (Doc ID 1926112.1)

Goal

Why is Permission List 'EOEC9000' attached to the role EOPP_USER in HCM 9.2, instead of permission list 'EOPP0000' as in previous versions?  Are there any adverse ramifications from substituting Permission List EOPP0000 in place of Permission List EOEC9000 for the EOPP_USER role?
