Transaction Adjustment Puts Adjustment Rows In Error - PROJ_TRANS_TYPE contains an invalid value (13120,5013)

After applying Bundles 36 - 45, When attempting to do transaction adjustment, the transaction stays in the Interface table (INTFC_PROJ_RES) with the following message
PROJ_TRANS_TYPE contains an invalid value (13120,5013)
The issue can be reproduced at will with the following steps:
1. Make sure the system does not have a value 'ADJ' for Project Transaction Types - (Navigation : Set up Financial Supply Chain > Product Related > Project Costing > General Options > Transaction Types)
2. Commitment control Turned off in the installation options
3. Find a transaction that can be adjusted using Project Costing > Transaction Definitions > Transaction Adjustment page.
4. Adjust any the transaction chartfield and Save
The transactions stay in the interface table with the error message as shown above instead creating the adjustment transactions in PROJ_RESOURCE
