FEE-HELP Determination Fails with Max Cursor Error (Doc ID 1927303.1)

The FEE-HELP Determination fails for a large number of students. The failure only occurs for students which use OEE (Open Entry/Open Exit Enrollment). If the process is run for a smaller subset of OEE students it will run successfully.

FEE-HELP Determination runs successfully for a large group of students which use regular enrollment.

Application Program Failed
Action Type : SQL SELECT
In Pgm Section : SQLRT: GG100-SQL-CONNECT
Error Message : Already using maximum cursors

The issue can be reproduced at will with the following steps:
1. Navigate to Student Financials, Tuition and Fees, Australian Loan Processing, Process FEE-HELP Determination;
2. Select a run control;
3. Populate the run control for students in OEE Classes
4. Submit the process to the process scheduler.
