Multiple ACA Eligibility Statuses Cannot Be Set for a Single ACA Common ID on an Eligibility Rule

In PeopleSoft Enterprise Human Capital Management (HCM) 9.1 test database, when trying to add criteria for ACA Eligibility to a Benefits Administration Eligibility Rule, the following error occurs if there are two or more different Eligibility Statuses that will make employees eligible under the rule for the same Common ID:

  Duplicate key value - not allowed (15,7)
  You have entered a key value for a scroll item that is a duplicate of another scroll item. The record definition indicates that the record does not
  allow duplicate entries. Either correct the key for the duplicate entry or contact your system administrator to change the record definition.

The issue can be reproduced with the following steps:
1. Enter two ACA Eligibility Statuses for the same ACA Common ID (Navigation: Set Up HRMS > Product Related > Automated Benefits > Eligibility and Event Rules > Eligibility Rules Table).
2. Click the Save button.
