Error when Adding a Person after Implementing ACA Patches: "Think-time PeopleCode Event (Warning).....(2,148) HCR_EM_CORE_EVENTS.Events.ACAEligibility.OnExecute" (Doc ID 1928855.1)

Unable to save a new hire after implementing <Patch 18714728> and <Patch 18689368> for ACA changes.

When hiring an employee, error is received which prevents the page from saving.  The ACA Eligibility event has not been activated, but the Job component record PeopleCode still tried to process the event.

The issue can be reproduced at will with the following steps:
1. After applying the patches 18714728 and 18689368 for ACA.
2. Navigate to Add a Person and try to hire employee entering all the details.
3. Try to save the record.
4. Error displayed.

ERROR: Think-time PeopleCode event (Warning), but a SQL update has occurred in the commit interval. (2,148) HCR_EM_CORE_EVENTS.Events.ACAEligibility.OnExecute Name:ProcessRow PCPC:1616 Statement:25 Called from:JOB_DATA_EMP.GBL.JOB.SavePostChange Statement:9
Think-time PeopleCode events such as messages requiring a user response cannot be executed if a SQL update, insert, or delete has occurred in the commit interval. Examples of PeopleCode that invoke update type of SQL includes Process Scheduler, TriggerBusinessEvent, or MarkWorked. A unit of work cannot contain both think-time events and update type SQL.
