ERE: Site Acquisition Request(s) - SAR Generate Blank Email

Symptoms

In release 9.2, test, after creating a Site Acquisition Request (SAR) to send an email to the Portfolio Manager, the resulting email is blank.

Business Impact:
Unable to send SAR to portfolio manager.

Steps to replicate:
1. Go to Real Estate Management, Site Acquisition, Site Acquisition Request(s). On the SAR Details tab enter Action: Activate SAR, Unit BNY01
 
2. Hit the "GO" button is highlighted. Get this message:

You are not authorized to activate this SAR (18157,238)

Would you like to send an e-mail to the Portfolio Manager informing them that this SAR is ready to be activated?
Select Yes if you would like to send an email
Select No if you do not want to send an email

3. Hit Yes.

This is what the email from Site Acquisition should look like when someone who is not authorized to approve tries to do so:

A Payables lease (0000000144 - Test Quarterly Payments) has been successfully entered and validated by Lease administrator (ZZ_RE_LEASE_ADMIN). This lease is ready for review and approval by the appropriate Portfolio Manager.

Use the following hyperlink to access the lease and select "Approve Lease" (from the Actions dropdown) once the review is satisfactory. This lease cannot begin financial processing until it is approved for activation.
