Request to Make Phone Number and Email Address Required on Emergency Contact Page (Doc ID 1930034.1)

When adding an emergency contact, only the two fields "Contact Name" and "Relationship to Employee" are required.  Phone or Address should be required, so that the designated individual can be contacted promptly in case of an emergency.  

<Bug 17210661> has been submitted requesting "Email address" to be added as a data collection field on the Emergency Contact page. There is no provision in current release to store the email address of emergency contact.  As of this writing (September 1, 2016) there is no target image for including the fix.

<Bug 19689910> was submitted requesting the phone number to be made mandatory for Emergency Contact.
