ETL9.2: No Schedule Error Received Trying To Save A Schedule Assignment For Third Party Payroll EE (Doc ID 1932021.1)

We have a group of employees in Norway who do not use PS for Payroll.  Therefore when we try to navigate to Time and Labor > Enroll Time Reporters >Assign Work Schedule for this group of employees,
When user tries to save she gets an error saying No Schedule (13502, 1523) when the employee has a schedule assigned under both rows.

Upon investigation, there is PeopleCode in SCH_ASSIGN.SCHEDULE_ID. SaveEdit which is checking when the Use Default Schedule is used, it then attempts to get the SetID from either the GP Paygroup or NA Paygroup tables.
However, our Norway EEs do not use PS for Payroll so this check should take this into account and get the SetID from the Schedule Group.
