E-IB: Outbound Pub/Sub Messaging Flow in PT 8.51 Does Not Restore Automatically After Target System was Briefly Unavailable Triggering Retry Status (Doc ID 1934190.1)

Symptoms

On PeopleTools 8.51, Integration Broker asynchronous service operations sending messages out, to third-party system or another Peoplesoft system.
When the third-party system goes down, messaging service operation publication contracts are going into status Retry, this part works just as expected.
However, when the target comes up again, the expected behavior is for the flow to resume automatically, and in actual behavior this does not happen.

Replication Steps:

  1. Find a Peoplesoft system that sends messages to another system that you can control (bring down and up) or expect to be down on a known schedule.
  2. Have the target system brought down. (Bring it down or wait until it is down on schedule.)
  3. In PeopleSoft Integration Broker navigate to that target system's node definition and action Ping Node.
  4. On the Ping Node Results page observe the expected ping failure response indicating.
  5. In PeopleSoft Integration Broker Service Operations Monitor observe the pub contracts to that target system going into Retry status.
  6. Have the target system brought up again. (Bring it up or wait until it is up on schedule.)
  7. In PeopleSoft Integration Broker navigate to that target system's node definition and action Ping Node.
  8. On the Ping Node Results page observe the expected response "Success (117,73)".
  9. In PeopleSoft Integration Broker Service Operations Monitor observe that the messaging flow did not restore.
