Custom Fields Link Not Working On Requisition Settings Page (Doc ID 1937000.1)

Symptoms

Custom fields link not working on Requisition Settings page  . Bug 17418638 contained changes related to the custom fields in eProcurement 9.2. At the requisition header level, links were added to the Requisition Settings page (page PV_REQ_SETTINGS subpage PV_REQ_HDRSUM_SBP) and the Checkout page (page PV_REQ_CHECKOUT subpage PV_REQ_HDRSUM_SBP). The link works properly on the Checkout page but NOT the Requisition Settings page.


STEPS

The issue can be reproduced at will with the following steps:


1) Make sure you are signed in as a user who has the CUSTOM_FIELDS role action assigned and enabled
2) Navigate to eProcurement > Requisition
3) Click the Requisition Settings link
4) Click the Custom Fields link and nothing happens
